How the legal library is built

Primary law first

Current statutes, regulations and controlling appellate decisions form the source-control layer. Agency guidance and secondary materials are identified separately.

Citizen translation

Each guide explains the legal rule in practical language, identifies evidence and workflow, and shows why the rule matters after a real crash.

State-specific differences

The common taxonomy does not imply uniform law. Each state page identifies where that jurisdiction differs materially from the others.

Source-control rule: current statutes and official court opinions control. VictimsGuide summaries are public legal education and research navigation, not a substitute for the operative policy, complete authority or individualized legal advice.

The next layer: compare states by legal issue
